רשות הטבע והגנים גיבשה מסמך מדיניות ראשון מסוגו, הממליץ להגדיל את אחוז המים הטריטוריאליים של ישראל המוגדרים כשמורה מכ-0.5% היום, המונים 6 שמורות ימיות בלבד, לכ-20%.
מסמך שהוצג לראשונה בסוף השנה החולפת, ומהווה פרי עבודה ומחקר שנמשכו כ-5 שנים, ממליץ להפוך 20 אחוזים משטח המים הטריטוריאליים לשמורות טבע וגנים לאומיים - ימיים. המסמך מציג גם, לראשונה, מיפוי של כל קרקעית הים בתחומי ישראל כמו גם מיפוי של כל שמורות הטבע בים וביבשה ומיפוי מלא של רצועות החוף - בצירוף האיומים והמפגעים השונים שבפניהם הם עומדים.
ברשות הטבע והגנים מקווים כי המסמך, שהועמד לרשות הציבור ומקבלי ההחלטות בארץ, יאפשר למוסדות התכנון לקבל החלטות מושכלות יותר על בסיס מידע סביבתי מקיף המופיע במסמך, בעיקר בנושאים הקשורים לקידוחי הגז ובניית תשתיות לאורך קו החוף.
כאמור, היום מוגדרות שש שמורות טבע ימיות בלבד במים הטריטוריאליים של ישראל המשתרעות על כחצי אחוז משטח המים. לפי המסמך יש צורך בארבע שמורות טבע ימיות גדולות נוספות: מול חוף ניצנים (בין אשקלון לאשדוד), מול חופי השרון, מול חופי הכרמל ובאיזור ראש שנקרה (שם כבר מוכרזת שמורה), זאת בנוסף לשמורות יחודיות המתוכננות באיזורים בהם לקרקעית הים מאפיינים יוצאי דופן ושמורות קו חוף חדשות המשתרעות למרחק כמה מאות מטרים בודדות מקו החוף.
